Among the issued cited by the federal government were the accusations that the city ignored rules requiring recommendations from doctors, nurses and social 
workers before patients could be enrolled in the home care programs. On other occasions the doctor recommendations were ignored. When you look at the salaries here for a live in assistant at $75 to $150,000 a year, someone had some decent paying jobs.
The case all revolves around Home Care expenses. Some people were found to have been in need of psychiatric care and didn’t get it, a hot topic today for sure. The accusations are up in the tens of millions of dollars for over billing. BD
From 2000 to 2010, some patients wrongly received "continuous" or 24-hour home care while others who should have such extra help did not.
"The City's alleged conduct has resulted in patients receiving more services through the program than necessary or warranted by their condition, resulting in substantial additional costs to taxpayers," U.S. Attorney Preet Bharara said in a statement.
New York City has one of the nation's costliest and most generous programs for Medicaid, which provides health care for the elderly, poor and disabled.
Spokesmen for Mayor Michael Bloomberg, an independent, and Governor Andrew Cuomo, a Democrat who has made overhauling Medicaid an important pillar of his plan to close a $10 billion deficit, had no immediate comment.
