Arizona regulators ordered a health insurer and several related companies to halt the sales of new policies in Arizona in what regulators describe as a phony insurance plan. Arizona's Department of Insurance issued the order Friday against National Trade Business Association for improperly soliciting small businesses to purchase health-insurance policies
......Several studies suggest many small business forgo coverage for employees because of high expenses. A 2006 survey by America's Health Insurance Plans said that fewer than half of Arizona businesses with up to 50 employees offered health insurance, compared with 93 percent of larger employers.
