But rather than states, it's the federal government -- more specifically, the Centers for Medicare and Medicaid Services -- that oversees the Medicare Advantage program. Now, frustrated state commissioners are increasingly calling for reforms. CMS has issued fines totaling just above $600,000 from companies -- including Humana -- that failed to properly inform customers about their Medicare coverage. In addition, the agency has placed nearly 100 companies on corrective-action plans meant to address their shortcomings and monitor their progress.
