The ongoing proliferation of quality "report cards" and rankings appears to be confusing consumers as much as enlightening them, some experts say, which may help explain why they're having limited impact on consumer behavior.

Health plans now boast their own rankings of physicians and hospitals, and are themselves rated by the National Committee for Quality Assurance and others, including California's Health Care Quality Report Card, which also rates more than 200 medical groups.

Hospitals are rated by the federal Centers for Medicare & Medicaid Services on its Hospital Compare rankings, in California by CalHospitalCompare.org, and by a host of others, including companies like WebMD and HealthGrades.
