I guess this sounds like some may have to return the checks?  This is an example of where data mining can come in handy to check with each state to make sure all recipients are qualified.  BD 

MONTPELIER — Nearly 3,000 Vermonters scheduled to receive checks from the federal government are ineligible for the money, the state cautioned this imageweek.
As part of the new federal health care reform effort, the so-called "doughnut hole" coverage gap in Medicare Part D prescription drug coverage will be closed. U.S. Sens. Patrick Leahy and Bernie Sanders announced this week that 9,000 Vermont seniors will be receiving a federal check for $250 dollars as part of that effort.
But roughly 2,800 Vermont seniors who already are covered under the state's own VPharm prescription program will not be eligible for the checks. The first of those checks are expected to be sent out as early as today.

VPharm, a state-run program that helps seniors on Medicare cover the cost of their prescriptions, was already helping to cover the cost of prescriptions for those Vermonters in the doughnut hole before the new federal health care law began going into effect.
The state is starting to get in touch with those Vermonters who may be receiving the checks but are, in fact, ineligible for the money.
