Some Inland homes for developmentally disabled residents could be at risk of closing this summer the longer the state goes without a budget. On Tuesday, California started its 2008-09 fiscal year without a budget. The state will rely on a $2 billion emergency fund to pay an estimated 4,700 Medi-Cal providers until lawmakers pass a budget or by July 17, when the fund is expected to be depleted.
