We have heard talk of health insurance exchanges here in California and California Choice is referred to here as a “small”group insurance exchange, but the article 
states that it is the “largest” health insurance exchange in the US so maybe I have this confused a bit, meaning the groups qualified are small. The exchange allows smaller employers to group together for discounted rates, again the principle of applying risk management over a larger data base of individuals and employers. We tried this years ago and yes exchanges are not gone, but when it came down to the dollar saved, there made no real difference to the consumers and employers and some carriers came in behind and cut rates of the insured members with direct contracts, over all a mess and the market has changed so much today too from what it was years ago.
At any rate there could be some collective bargaining savings here for smaller employers and I say that as I have not looked at and reviewed the information, but there’s one more choice on the table now. BD

As of June 1, 2010, the partnership will offer HMO and PPO benefits for all new and renewing CaliforniaChoice employer groups.
Anthem Blue Cross will join the following health plans currently available through the CaliforniaChoice small group program: Health Net, Kaiser Permanente, Sharp Health Plan and Western Health Advantage.
CaliforniaChoice is the largest health insurance Exchange in America. Since its approval by the state in 1996, CaliforniaChoice has administered over 19 million member months of exchange health coverage.
